In millions. Just a look at value in terms of how many people watch games. It makes the last round of alignment make a bit of sense. It seems logical that the B1G and the SEC took who they took with Oklahoma being on the low end. It also might mean going forward that a conference drops a few schools. Not sure if that has ever been done. 50% of viewership comes from just 18 teams according to Nielsen ratings.
