It's true, but what does it really mean? It goes up and down. Maybe a bunch of murderers are dead now and the next generation are brewing. Also, I bet nobody that posts here is a bit worried about being murdered. I am not. To me it is a non issue.

If I were making a supposition, I'd suppose it's two things, neither of which really have a ton to do with Trump or Biden:
1) COVID is over and "normalcy" is starting to resume. As a nation we were in crisis mode for a couple of years - that makes people stir-crazy, stresses them out with dread and uncertainty, and violence tends to ensue. The effects of that lingered for a couple of years.
And...
2) Jobs - decent jobs - are starting to flood back to this side of the pond after long decades of outsourcing. COVID had another effect too - suppliers became very aware how susceptible long supply lines were to disruption, and that awareness paired with increasing suspicion and hostility of all things Chinese even as the cost of Chinese labor has absolutely soared. So manufacturing jobs are finally returning to the US and that's a rising tide that lifts all boats. A man who can make a decent living working generally doesn't commit crime, and even fewer of them kill. Financial stress and outright desperation are the #1 driver for violence.
We've got a long, long ways to go. But as globalism crumbles, the world outside is getting a lot less secure - paradoxically, even as the US benefits. Most geopolitical analysts think those trends are only going to accelerate in coming years.

In a country like the US, which has a certain amount of violence no matter what, disruptions such as a pandemic are likely to result in more crime and more murder. And as we come back out of the pandemic, the economy normalizes, and people go back to normal mostly non-violent lives.
The thing about 2020, the surge in murders weren't just in cities. They were in rural areas, too. It happened in red areas and blue areas. And during 2020, our national government was doing a very bad job in dealing with the pandemic, which made the disruption in our lives very bad.
I give credit to both parties for is the economic stimulus they put into the system during the pandemic. The Pubs and Dems both passed legislation in 2020. And in 2021/2022, it was mostly (almost all) Dems stimulating the economy, with some bipartisan help on infrastructure & the Chips Act. All of this stimulus brought the jobs back much quicker than recent recessions, and that helped lower the crime rates more quickly. I think Biden deserves some credit for keeping his eye on the ball with stimulus. I think to cut off stimulus in 2021 would've been too early, and I think events have vindicated that view.

In retort to America’s leftist apologists for the dismal crime statistics of the OBiden Handlers Administration (OBHA), I.e., people who recite a decline in the murder rate as being ‘proof’ that violent crime has become less of a problem since OBHA had occupied the WH, have a look at one way that ‘violent’ crime statistics can be manipulated.
Flexibility of definitions for burglary vs robbery. (See link, below.)
OBHA and municipal authorities play games with the definitions in an attempt to fool citizens into not believing their lying eyes.
Shoplifting, including gang-style smash and grab theft of store merchandise, can be characterized as non-violent crime. As long as neither citizens nor store personnel get in the path of the ‘shoplifters,’ then this isn’t a violent crime.
Multiple people who beat the dickens out of a single person equates to just one single violent criminal event.
(*). Despite what OBHA and their PRAVDA network spew into the politicisphere, the American people know that violent crime, as they view violence, is way up. OBHA PRAVDA needs to get a brand new bag.
